The Harbor Conservancy was founded in 2005 to connect New Yorkers and visitors with the national parks that ring the harbor. The organization offers harbor and walking tours and is developing a waterborne transportation system between the often remote inner- and outer-harbor public spaces.

To educate the public, the conservancy convenes lectures and produces exhibitions about New York Harbor and the 23 national parks and historic sites that call the harbor home and the resource protection goals of the National Park Service.

Foreign-language Programs
Four of the conservancy's seven tours are offered in both French and English.
